Hi,

I need to guidance, I'm new to website design well I'm 19 year old student who wants to create a website portfolio for my work at college. I have a website design in my mind but it's similar to this www.christhurman.com

Learn HTML and CSS, pick up a copy of designing with web standards and away you go. Look at the source code see what it does but don't steal!
 
If your a student you can pick up a copy of Adbode Dreamweaver student for a great price, and get a text book to go along with it and you'll be fine. HTML and CSS are what you need to focus on.
