Need help designing a text

How can I design this text in Illustrator? I can design the Q but cant design the spots inside it ? I dont know the term of it so I am calling it spot. How can I design the spots ? Should I use pen tool to draw the spots ? Or any other tool can be used to design these spots ? Is there a brush tool or something to draw these spots ? Please help.

Its as simple as that bring some texture like that and mask it over the text

As @nayan says.

If you search out "distressed, grunge, texture, free" then you should have loads to choose from in both raster and vector format.

If you want to do the same thing, then the best practice is drawing, Otherwise you could try the ways which has mentioned by @nayan and @scotty
