it does still happen I've come accross it a couple of times and I know several accounts on hotmail that have been hacked, including mine (for all of one single email I might note)
You would have to do a white list of paid email address otherwise it would be pointless as you could just use your own from your spam site to circumvent it.
The only one I know that is paid is bt's and if you use them as your provider its free anyway. Who pays for email these days anyway?
In fact that would striffle a site more than help it surely? Mmm....
The only time I've seen certain providers disallowed is when they continually mark emails from the service in question as spam. Hotmail and Yahoo seem to have a habit of being overzealous I guess.
