Why are the details in my designs always looking sloppy?

Hi, I've been designing website themes for 3 years now, and in time my skill has not gotten better. For some reason I just am constantly making designs that don't look good and I can't understand what I'm doing wrong, what is messed up with the design, or what I'm missing. I don't understand if I have a attention to detail problem or if I just completely lack understanding of aesthetics. I can't tell what is wrong with the two designs below but I know they do not look too good.

Can anyone tell me where I am going wrong?

What is your background, formal training etc

They look ok to me. Pretty generic, but most themes are of course. The only thing 'wrong' with them is that they are almost exactly the same as each other
even down to the font choices etc.

They are not bad really. However, everything can be improved a little bit. Try keeping only one picture, reduce the rectangular aspect ratio of the taller picture, fade down the borders of the picture and use medium grey for the large font.
