There are a number of ways to do that and I presume you're working in Illustrator and both paths are closed.
1.
Select both paths and go Object > Live Paint > Make.
Then select the paint bucket tool, choose white and click in the place you want filled.
Then go back to Object > Live Paint > Expand to release it from Live Paint mode.
2.
Select and copy both paths.
Paste them in place and make sure the one inside is above the outer one.
Click "Minus Front" from the Pathfinder menu.
Make the new shape a white fill and put it behind the two paths.
There are other ways but these two are most straight forward.
If you can create it as strokes just use the 'appearance' add stroke option to add different weight strokes to the same path. i.e. Thick gold stroke, white stroke, thin gold stroke
