What technique do you think these clouds were illustrated with?

Hi,

Do you have any idea how these clouds were illustrated in this picture? I need to illustrate them for a game and use photoshop and a graphic pad.

Difficult to tell from those small images whether they are vector or not, but should be easy enough to do in Photoshop using the right brushes etc.
Just find a few 'How to illustrate clouds with Photoshop' tutorials!
 
Yes. I know how to draw clouds. I asked this because I thought it had a special effect. How do you think it is possible to draw such pictures that have many different tones of colors? Should it be first drawn in black and white first and then colored?
 
Sorry, thought it was a noob question. I'm sure there is a special effect available if you search for it. They could even be vectorised from a photo or by use of filters even.

Again, difficult for me to tell from those small samples, but there probably was a trick or two there because they look very time-consuming to do in that style.
