Very simply put - you have a screen and input device and the storage and processing is in a big server somewhere. Software is installed on the server side and you access it via the wireless network (3G, wifi etc).
So in a way you can think of it as remote desktop without having a second computer where you are or google docs (online version).
Personally I don't think you need access to such a service (you only need a web browser and a cloud os/software now) its more about moving away the need for a computer at home, in my opinion. So you could say it's really meant for a larger company if you get what I mean, google and ms are both doing cloud based os/software (ms office for example).
It might be worth learning some of the code behind making a 'cloud' app though.
