Current uses old back-end that was coded over 5 years ago (currently working on building a complete new system)

Just wondered what your design ideas could be for this site? Any suggestions to incorporate into a new design?

not 2 bad, clean easy to read although the green text links are a bit bright for me i have 2 tilt my lapstop screen to read them proper. the roller banner background brush i dont like as i have seen it so many times on differant sites. i like the header / footer stripes tho
