Jasc Paint Shop Pro - Question Regarding Layers

Hello,

I am using Jasc Paint Shop Pro 9, and wanted to ask a question regarding layers. Is it possible to automatically blend the edges of all of the elements of each layer together? Let's say one layer is a blue background, and another layer has a bunch of green circles. Would it be possible to automatically blend the edges of the circles into the blue background?
