Image Background

Can anyone please tell me how this sort of effect is created, where the background behind an image is made from part of the image itself?
Is it some kind of filter effect?

I don't think it's filter. Seems like a manual work to me - part of the image copied, transformed and blurred.

I'd say the image was copied to the card on top and transformed into place.
Then the background was simply blurred.
Pretty simple to do.

Yep, all pretty run of the mill stuff.

Image is applied to the top stack of business cards.
The business card and 'surface' have been cut around to leave a clear top
A blurred version of the image applied to the business card is placed on the lowest layer and blurred.
