does anybody know how to make that stamp looking effect on those fonts? which program makes that?

You'd have to use something like Adobe Illustrator - or a free opensource version like Inkscape.

And apply a grunge effect like this

You should be able to use most design software for that, vector or raster.

Just search out "grunge, distressed, worn, type, effect" and it should turn up LOADS of tutorials and textures.
SpoonGraphics and RetroSupply are good for these.

Easiest way would be just to drop your text on a white background and place a grunge texture over the top (also in white).
If you wanted it over a background just delete or punch out the texture from the text so you can see the background through it.

That's probably the simplest way but there are many more ways to achieve a very realistic outcome but they take a little more work and skills.
