Creating an outline around a shape as a shape

Hi there,

I am trying to give an image similar to this:

a thick outline which goes around the outside and also fills the middle, but create it as a shape.

I can add a stroke to it which fills the middle, but when I scale the shape with the stroke, the stroke become too large/too small.

How can I create a tick border or shape that looks like an outline which is also filled in the middle and use it as a shape?

I'm using Illustrator to do this.

Any advice will be appreciated!

First off, you can set it to scale outlines so they do stay proportionally the same. However, to do what you want, simply select the object and outline stroke. Object menu / path / outline stroke.
