Creating a shapes menu.

Hello, Thanks in advance. I wish to create a shapes menu that can also have a colour pallete attached. The external shape will be the same each time, the patterns on the shape will be a choice of standard designs, then colours can be applied. What software would i need. Can someone point me in the right direction?

Not really sure what a shapes menu is to be honest but with regards to design software; the industry standard would be Adobe really, Indesign, Illustrator etc. If you don't have the budget then maybe take a look at Affinity.

Both will take time to learn and understand so you will more than likely find it much easier and cheaper to just pay a designer.
 
I'll try and clarify, I've designed a product that needs a printable card insert, part of the design of the card is to be a specific shape that will be able to have different designs selected from a menu, when the design is chosen, then the customer can select which colours go on which specific parts of the design. This is all to go onto my website so that when the customer buys the product, they can then have the option of filling in the card for me to print and insert into the product, or buy a download and print it themselves. I have drawn the outline shape and the optional designs and have as a DXF file, I can convert this to a PDF, I have access to CAD and also some graphics software, I just wondered if this would be better and easier in something like illustratot?
 
I suppose it all depends what software you are used to using, it may well be easier in Illustrator for someone that regularly uses it but if you have not used it before then I would probably stick with your current software. DXF files are vector I think and vector based PDFs are ideal for print.
 
You can try Adobe XD or Figma; Both platforms allow for prototyping with a color palette feature and are widely used for UI/UX design. You can easily create shapes, apply patterns, and customize the colors.
