Two Photoshop bugs

This came up while talking to Ralph yesterday. So I figured I'd post it up.
I'm using CS4 on OSX 10.5

1. Sometimes my cursor shifts down about 10 pixels. So if I point somewhere and click, it will actually click 10 pixels lower than where I am pointing. There is seemingly nothing that triggers it and there is no way to turn it off again except for restarting Photoshop.

2. Quite often, when I try to rotate something (shapes, icons, text…) it will slightly distort the edges, and it takes forever to make it look normal again. Why does it do this and how can I avoid it?
