Some basic advice please?

I need to work on graphic files from time to time. As an example I need to draw around areas on a digital copy of a map to delineate areas of interest. At the moment I tend to use MS Paint to do this with a PNG file. However the end result isn't always as good as what I would like to produce.

I'm considering buying a stylus and tablet to use to draw the boundary lines rather than doing this with a shaky mouse track?

Does anyone have any simple fairly low budget recommendations for this approach, I don't need anything too exotic?

You can get Inkscape for free which is a vector package or Affinity Designer for about £50 one off purchase and it's really good.
As for the tablet, a Wacom Bamboo would do the trick and they're pretty cheap to buy.
 
To add.

You'd be better off using the pen tool to draw your lines.
It's a little tricky to master but it's much more controllable and easy to edit.
