Sorry, but hasn't there been a marked reduction in drink driving, smoking and an increase in the awareness of healthy eating and condom use.

No one piece of communication is going to work on it's own - the cigarette warnings are one part of a wider measure, meaning there's a good chance they work for what they are meant to do, reinforce the message. I don't think anyone expects a smoker to look at the pack, realise that they are actually bad for you then quit
