Why is PDF writer not suitable for high-end printing?

No idea what you're talking about.
What's PDF writer? What type of printing? What's high end?
If it's a 3rd party PDF writer, like CutePDF, then PDF writers and readers created by 3rd Party (like Foxit Reader, Chrome Reader, CutePDF etc) don't include all the PDF models required for generating or reading PDFs that are generated with the correct PDF models.
Simply put - only PDFs created with Acrobat are actually compliant in all the PDF models - anything else is a crapshoot.
