Collab File Setup Question!

Hey so I work exclusively with the Adobe Suite CC, including Incopy which is what I recommend to my clients who want to edit templates that I've designed in InDesign. However, I've run into an issue with one of my clients on a brochure template. They need to swap photos in placeholders and edit text where allowed, but do not have Adobe, the understanding of InCopy (even though I recorded a tutorial) and are asking for a Microsoft version of a template that they can do this within, then export to PDF to print.

Any ideas as to how to build this out for the client, while maintaining locked, high resolution design, pic placeholders, font/text boxes, etc.?
