How would I create something similar to this tupac design?

Love the way this looks and want to create my own for a different hip-hop artist .. What would I use? How easy would it be to create?

I'd probably recommend Adobe Illustrator. The difficulty depends on your software knowledge and drawing ability. hth

It's probably been drawn by hand and scanned in to be coloured in Photoshop or turned into a vector illustration in Illustrator. You could always just trace an image using some old fashioned tracing paper and scan it in if you're not too hot on drawing it freehand.
