Yeh that's done by a legendary artist named Bill Sienkiewicz - there is no other way of doing it except being a brilliant digital artist.

You could look up things like - light effects, light trails, etc.
 
Yes, looks like he's digitally painted over a photo using various brush effects etc.

You could probably get something fairly similar by combining various images and playing around with layer styles, filters etc.
