I ran the site on my Windows 10 laptop and also on my Galaxy tablet with no problems before i offered it. Whether or not it's useful and appropriate is up to the OP I suppose.

The best option to resize an image is using Topaz Gigapixel. There is a free trial available but not sure if you can save the results. Head over there and take a shot.
