I use a Reseller account from Namecheap - they have centers in both the UK and US, similar to VidaHost as mentioned above by Sean. Never had a problem with them, always fast and reliable.

It has absolutely zero affect on SEO unless you're doing major interlinking for SEO benefits. You can have 200 stores on one IP if you like. Google doesn't care.
