.PSD Slicing and Coding

Basically I need answers to questions at the moment just to give me something to think about, any help will be appreciated greatly

- Has/Does anybody offered/offer web design where you create a PSD and code it etc?

- Is this effective? Is there any way the client can edit it themselves without PS?

- Does anybody here offer slicing and coding? If so, please PM me with prices for a 5 page site just to give me guidelines.
