Anyone know how I can do the effect like this pic in photoshop?

It's called "double exposure".

If you search it there are plenty of tut's on how to do it and also some actions that do it for you.
You just have to select the right kind of photograph that will work.
 
It's done in photoshop through masks, layers, and transparencies.

All photography terms - where a lot of terminology in Photoshop comes from.
 
i would just like to confirm this, as i believe scotty was referring to a photography technique, which i don't think this one is.

As Hank says, much of Photoshop's functions are derived from photography and dark room techniques such as dodge and burn.

The effect is called double exposure because this is what they did in the dark room to achieve it by exposing two images.

It's become a popular thing to do in Ps over the last couple of years since it was used in some programme titles.
Even my 14 year old son has used it. ;)

Most examples are in B+W but I guess it would work the same with colour.

I Googled "double exposure tutorial" and this was top of the list of many.

 
As said it's a type of double exposure with masking applied - background image is the landscape which has a mask applied to make it into the 'human shape'. The top layer looks to have a gradient fade applied as well as just the opacity needed for dual layer.
