Is this the design & development of the site? Also a 300 product e-commerce site but no CMS?
Google AdWords is a specialist area in itself, hard to group that sort of marketing in with a web project. You'll often find AdWords specialists will charge dependent on budget, and calculate rates based on the cost per conversion through the site.
I think you've not received replies as there's soo many possibilities of what this job could end up becoming, get a full site spec up and you'll have replies-a-plenty I'm sure..

it is for design/development and assistance for 12 months.

facebook/myspace/youtube marketing
google marketing too
SEO
complete design and development required
turn around: 6 weeks
12 month contract
even if it's not something you want just chuck me a really vague idea of what you'd maybe charge (if that makes sense) - the person who wants this even just wants an idea of how much they'll pay out.

There's too many possibilities, SEO could be thousands alone, Google marketing (AdWords?) depends on their budget, they could easily spend thousands dependent on product type, Facebook/MySpace/YouTube Marketing again that's so vague.
The 300 product element is strange too, I would suggest getting a price for an e-commerce CMS then if the client doesn't want to setup 300 products get that quoted/charged after or go to a service that will populate a site with products, I've seen those around.

Yeh im totally lost as to what you want, did a few online bike shops before and we offered a first 25 products uploaded then an additional 50p-£1 per item. (for you that would be quite a side deal) More often than not the client will upload their own items which is better for them financially and then in the long run they are confident and happy to upload additional items.
