Requesting art in certain layer order

Hello,
I have been experiencing something new this week.
I am requesting some of my customers to send me art in a certain layer order,
Example: Info, Bleed, Die Line, Art
I am requesting in this order so I can save my customers set up fees for ready to print art.

I have had no problems up until now, One customer is setting up the art files using Adobe Illustrator
in the correct layer order but I am receiving different. None of the layers are labeled and there are unnecessary added clipping paths. Is there anybody out there that may know a solution to this situation? Any advice would be greatly appreciated.

If they're supplying you a PDF then opening it Illustrator would destroy all layer information, cause unnecessary paths etc.

Request the artwork in a .ai format.

Never open PDFs in programmes that it was not created in - for example a PDF created in Photoshop can only be opened in Photoshop (if retain editablity is selected) - same with Illustrator etc.
