mobile only website mock up document size

Hi
I need to prepare a psd mock up for a mobile only version of a portal.
I have problems deciding the psd document size for the mockup as there are so many different mobile screen sizes.
should i start with the smallest size or is there a default size? what is the best practice?
they need the pictures in order to build up the logical flow of the site
