Liquid Design Websites

I think that the second set of menu items is a bit over the top.. prefer the one at the top of the screen.. but thats just me.
 
Where does the "liquid design" part come into any of this? I got all excited because a friend of mine owns a design company/brand called liquidesign and I thought this might be relevant?

Aesthetically I like it, although within that there are problems. Nothing grabs my eye, I'm not really sure where to look and in the end it just gets a little frustrating. Possibly too in your face, everything is competing for attention.

I would look at putting more emphasis on the important elements and less on the others, possibly by less contrast between the menu text and background, stuff like that.
