A mate of mine wants to get into developing apps for the iPhone/Pad. When he told me he had to buy a mac to do so I was quite surprised so I've been looking on the net. The apple website says the following:

"You must have an Intel-based Mac running Mac OS X Snow Leopard to develop Mac OS X and iOS apps for the App Store."

Can app development be done on windows/linux or is a mac specifically required to run the software?

Yup, a mac is required. You don't need a license to download xcode and develop apps on the simulator - only to test on a real device and to publish to the store.
