Illustrator page setup for design for large outdoor sign.

Hi all, I want to design a large scale sign ( style similar to one which you would see at the entrance of a funfair / theme park.)

The brief reads that
The design must be able to be lit up.

The design must have letters to scale and be no more than 140cm high and 100cm wide.

Be able to fit an area/space of 966cm length

Ideas can be sent using any digital format and also drawing/ sketching.

What would the best page setup be for this in Adobe illustrator?
I have never done signs before and I am a little confused regarding the design must have letters to scale 140cm high and 100cm....? How should I go about this?

If you're working in Illustrator then the size doesn't really matter as vectors will scale to any size without loss of quality.
I'm not quite sure what the working area is in AI but when I'm designing murals that are bigger than the workspace, I tend to work at one tenth if the final size
which makes scaling them up a bit simpler.
