How do I go about charging for a new client for a quarterly 10 page newsletterWhat are the areas to charge for?

Do I charge a price for the setting up initial newsletter’s concept & layout? What is this process called? How do I charge for this? Is this on top of what I charge for designing the first newsletter?

Typically I go in with something like this

Design Concepts:
2 layout options @ €XXX

Design and layout @15 minutes per page (10 pages is 2.5 hours)
Circa 10 pages (tollerance +/- 4 pages) = €XXX

Includes 5 editor proofs (not redesign)
Each additional proof charged @€xx per hour
Includes PDF for website

Infographics/tables/charts/illustration/photo retouching etc. @€xxx per hour
Stock images @€xx

Just to note - 10 pages won't work in print, it would need to be 8 or 12 pages.
Unless it's just online, then you can have as many pages as you want.

Of course - that's for the 1st issue.

Once you have this wrapped up - the other 3 are just 15 minutes per page at your hourly rate.

2.5 hours work per version - not including infographics tables stock images etc.

unless of course they're one of 'those' sorts of clients that wants each brochure/newsletter to be completely different.... meaning you're starting from scratch each time and as such should charge accordingly :)

How would you charge then if it’s brand new each time?
4-8 hours for design concept??
4 hours to build newsletter ??
Would that be ok?

Depends on what's involved with the newsletter.
That's why I charge infographics/tables/charts etc. separately.

4-8 hours concept is normal enough.
As I said it's about 15 minutes a page - so it's 2.5 hours for 10 pages.

Total time would be between 6.5 hours and 10.5 hours + plus additional layout things (illustrations/charts/infographics etc)

I'd issue 2 quotes
One for 6.5 hours with 1 design concept and 3 editorial proofs
(with penalties for going over editorial proofs of an additional charge)

Or
10.5 hours with 2 design concepts and 5 editorial proofs.
(with penalties for going over editorial proofs of an additional charge)

And include things outside the scope just what I mentioned before.

Just do what hank said up top but for each one.... if the brochure is entirely new each time then you basically have to start from scratch on each one, so you charge as if it's a new project essentially.
