Billboard size Help Needed

Basically in your software, there will be the option to change the units of measurements from pixels to inches.

Does that mean the half should be 600ppi?

That's just telling you the scale: 1/2" (half an inch) will equal 1' (one foot) when it's printed full size. It's not the most clear print guide I've ever read. If you mix up the feet and inches it could easily lead to a Spinal Tap "Stone'enge" moment too!

Basically you create a 300dpi file that's 11.33 inches by 5.21 inches (as per the 'live area' dimensions in the PDF) and export it to that size/resolution. When it's printed it will be 22'8" by 10'5". You wouldn't ever need to print a billboard at 300 dpi and especially not 600dpi. 15dpi is probably more than enough for something this size. But you won't need to worry about that, the printer will sort it.
