Anything other than Adobe?

Hello! I'm new to the forums but also new to taking my illustrations to the 'next level' of trying to work semi professionally as an illustrator.

I have worked with Adobe in the past, and I know this is most probably the industry standard (with the little knowledge I have) BUT my computer with the Adobe suite buggered up and I cannot afford to buy such an expensive product right now.

I can only afford a hundred pounds tops.

So I would like to ask all of you lovely illustrators out there is there if there is any software which you work with or have worked with?
I do not need to create anything too fancy or visually complicated. My main requirements are to just scan the drawing through, neaten up line work, colour in (with a few brush options) and to format it accordingly to send it to a printers or client.

All pretty basic, is there really nothing else other than Adobe to do these things?
