Page rank in terms of the green bar that you can see on your browser is a very poor indication of page quality (or the actual page rank) as it is updated infrequently if at all and is notoriously inaccurate.

Reciprocal linking although relevant if it's with sites from a similar industry is not the best way to build links for SEO, as google can apparently tell that site A links to site B and vice versa.

People who don't know much about the green bar are often those who think that reciprocal are still really effective which is a problem for many.

Whether reciprocal links will bring you relevant traffic is another more relevant question IMHO.
