Stay away from Streamline.net. The interface for the account control is terrible, which must be why it is cheap.

Like the other comments improving the Nav would help. As well as rollovers how about highlighting the current page? Always good to show users where they currently are as well as where they can get to.

Not the cheapest of options but it's great for layouts and logos. Helps to have ratios to work off and is a lot more discrete than grid lines
