We use Saxo at work and they're very good. Don't rely on the it's cheap so it's not good saying. They're great. Request a free print sample booklet and take a look!
It pretty much is, but it's about making a lot of effort to know these people. I got experience through working as a designer for our students' union for a year. I did loads for them there and it was all really quick jobs, like do this for me in 45 minutes, or I want to see a design by this time...
Update! I never did get the guidelines, sadly, but we did something a bit more exciting instead. We ran down to the building with a RAL reference sheet and went from there. Worked wonders and the client has given go ahead anyway haha - always nice when things come together nicely ;)

I did mention the one above, each printer has its own capability but remember that the cheaper the printer, the more likely you'll be faced with expensive cartridges. I always preferred paying a lot less for a cartridge that a bulk all in one go. It helped over the months of doing uni work where...
I don't know about how people go about this, but I do know it's very hard to get into the US without a work permit visa and they're hard to get without an acceptable reference from someone who lives there or is employing you.. :/
Do what I did, invest in an A3 printer. It's useful for university, but you'll never get the same colours as a laser printer.
I brought a Canon IX4000 for about £200(?) online? The cartridges are like £3 each as compatibles and are hardly different to the originals.
If you say you have tried various profiles then what I would expect from that is different colour strengths. If you're still having a ghosting effect then maybe there's a compatibility issue with the media on the printer?
Maybe slowing down the print head may help?
I don't knwo how your printer works, but we use a Roland here. I usually make sure that any black I use is set to RGB. Have you contected your supplier or the product manufacturer to see if they have a profile for you?
