If you are a beginner, you can start with basic shapes in Photoshop, and one by one you can go to illustrator and rock on!

Whatever the size you started on, as long as you are drawing a vector, you can resize it to suite the artwork you are doing i usually start with web normal size if it is for the web, A4 if it is for printing.
