    Best way is to add multiple stokes to the same object. Select object and then go to.... Appearance > Add new stroke increase the thickness of stroke to desired width and then add another one to create the green surround You can move the strokes up and down so they sit correctly. If required...

    I've had something similar before. If it's not too complex a file make a new document the same size and then copy and paste the elements into the new doc and try again. We didn't get to the bottom of why it was pdf'ing differently but the above fix worked.

    Most printers would want this as separate pdf pages 1 - 8 and they will then impose it on their system. Would be best to check with them as it will save you time doing it.
