Best way is to add multiple stokes to the same object.
Select object and then go to....
Appearance > Add new stroke
increase the thickness of stroke to desired width and then add another one to create the green surround
You can move the strokes up and down so they sit correctly.

As suggested I would use the biggest file you have and let the rip sort it out. I never upscale anything in ps. A lot depends on the quality and sharpness of the photo.

You can resize in indesign. There's no need to scale everything before you bring it in unless you have a doc with lots of images that are huge and you want to bring down the size of the packaged artwork. When making a pdf the images will be compressed to a certain size anyway.

You didn't copy the uploads folder basically. This is usually the biggest folder so sometimes causes the backup to fail due to timing out
If you can get into the ftp just copy that folder to your desktop so you have all uploads ready to replace.
Updating shouldn't cause any major issues unless...
If the domain name is registered in your clients name one.com may allow access to the hosting if he says the person who set up the account has disappeared.
I'd also check who has access to the domain name itself.
If they can access that you could clone the site and move it over to a new hosting account where you can manage it.
You could install a plugin such as duplicator that will grab a copy of the site as it stands so at least you have a fall...
I've had something similar before.
If it's not too complex a file make a new document the same size and then copy and paste the elements into the new doc and try again.
We didn't get to the bottom of why it was pdf'ing differently but the above fix worked.
Most printers would want this as separate pdf pages 1 - 8 and they will then impose it on their system. Would be best to check with them as it will save you time doing it.
It's a cheap online printer because they expect to receive print ready artwork and just push it through their system. I've used them for years 'as print24' and never had a problem.
