Help with tornado project!

Hi, I've been asked to create a version of this, but with people, cars, cows etc... Any pointers? Thanks.

Looks like this was created in a 3D application.
If you're no expert in this, another option is to create Photoshop brushes of cows, cars, etc., and paint them in using spacing and rotation settings.

Whatever, you do it'll take a while

You can use the 3D bevel tool in illustrator to give you objects the impression of 3D then save them as a brush tool and use a spiral radius tool to speed things up
