Government funding for small businesses?

I heard or rather remember something about the government or similar organization offering i.e. free business cards or start up cash for small businesses?
I wondered if anybody had heard about that / could link me (seeing as I don't have a job but would still like some business cards printed for networking uses etc. etc )

I strongly imagine that anything available to small business will come with the requirement that you're actually a bona fide small business in the first instance - is that the case with you?
